Commander is the clear best format for Neva, Stalked by Nightmares — three opponents multiplies the drain trigger threefold, and enchantress strategies in the 99 can reliably stack eight or more Auras before she ever enters the battlefield. In competitive 60-card formats like Modern and Pioneer, the four-mana cost is steep for a creature that doesn't protect itself, and the Aura density required to make the drain meaningful is hard to assemble before you're already losing. Standard is theoretically viable if an Aura-heavy shell exists in the format, but Neva is a value card, not a standalone threat, so she needs the right shell to matter.
