In Commander, Neutralizing Blast is a hard sell: the game state that triggers its condition — you behind on lands — is exactly when you least want to spend two mana on a reactive spell rather than catching up. Competitive blue decks already have access to Counterspell, Fierce Guardianship, and Force of Will, so Neutralizing Blast doesn't crack the lineup. In Legacy and Vintage the condition is unreliable enough that dedicated counter suites ignore it entirely. Modern and Pioneer offer enough cheap interaction that a situational two-mana counter with a drawback reads as unplayable. Oathbreaker mirrors the Commander problem at a smaller scale — still a pass.
