In Modern, Pioneer, or Legacy, a 2/3 for five mana with a conditional triggered ability competes in formats where that mana buys interaction or threats that close games outright, and it doesn't make the cut. Commander is where the five-mana investment pays off: redundant enablers, longer games, and the board-wide 1-damage trigger can clear out token swarms or shave toughness off creatures that bigger removal would cost twice as much to hit.
