Nahiri's Binding locks down a creature or planeswalker permanently — no combat, no abilities, no activated anything — as long as you control a legendary permanent. Three mana for a hard tapper is acceptable; the legendary rider keeps it out of decks that can't reliably satisfy it.

In Commander, Nahiri's Binding is nearly always online: your commander is a legendary permanent, so the condition costs you nothing. It trades the permanent removal most players prefer for a cheaper mana investment and an effect that can lock down commanders opponents lean on for activated abilities. In Pauper it's a legitimate role-player — three-mana removal at common is competitive, and the legendary condition is easier to meet than it looks in any deck running a legendary creature. In Modern, Pioneer, Legacy, and Vintage the card is legal but unplayed; those formats demand unconditional removal at instant speed, and Nahiri's Binding offers neither.
