Commander is where Mystic Subdual earns its slot, specifically in decks that can reliably hold up blue mana and want a repeatable answer to activated abilities — think stax shells or control decks that fear Krenko, Mob Boss or Derevi, Empyrial Tactician. The upkeep cost means it's not a set-and-forget removal spell, but against the right target it's effectively a permanent soft lock. In Legacy, Modern, and Pioneer it's too slow and too conditional relative to hard removal or counterspells that don't ask you to pay every turn. Vintage has the same problem at a higher velocity.
