Commander is the correct home for Muster the Departed — Arcane tribal and Spirit token strategies have enough critical mass in the 100-card format to justify the slot, and instant-speed token production is genuinely useful at a table. In Legacy and Vintage it is technically legal but sees no meaningful play; the rate doesn't compete with what those formats offer for three mana. Modern similarly has no incentive to run it outside a narrow Arcane-matters shell, where better options exist.
