Outside of dedicated Arcane synergy shells, especially ones led by Extus, Oriq Overlord where recurring it from the graveyard is trivially easy, the rate is unexciting.

Commander is the correct home for Muster the Departed — Arcane tribal and Spirit token strategies have enough critical mass in the 100-card format to justify the slot, and instant-speed token production is genuinely useful at a table. In Legacy and Vintage it is technically legal but sees no meaningful play; the rate doesn't compete with what those formats offer for three mana. Modern similarly has no incentive to run it outside a narrow Arcane-matters shell, where better options exist.
