Murmuration is a Commander card through and through — the payoff is proportional to how many Birds you've already assembled, and only a 100-card singleton format gives you the redundancy and the game length to make that math consistently favorable. In Legacy and Vintage it's technically legal but Bird tribal doesn't exist as a competitive archetype, so it will never see meaningful play there. Oathbreaker is the one fringe case where a Bird-focused build could deploy it, but Commander is where Murmuration actually does its job.
