Commander is where Muraganda Petroglyphs actually lives — the format's slower clock gives you time to build a board of vanilla creatures before the anthem matters, and dedicated commanders like Ruxa exist to make the restriction a feature rather than a tax. In Legacy and Vintage it's a curiosity at best; the formats are too fast and too interactive for a four-mana enchantment that does nothing the turn it enters.
