Commander is where Munitions Expert earns its slot — Goblin tribal is a legitimate archetype in the format, tables run plenty of planeswalkers worth sniping, and the ETB trigger scales with a wide board in ways that get out of hand fast. In Legacy and Vintage it's legal but outclassed; those formats move too fast for a two-mana 1/1 with a conditional ping to matter.
