Mundungu is legal in Commander, Legacy, Vintage, and Oathbreaker, but realistically sees play nowhere. In Commander, the activated ability's mana requirement makes Mundungu a drain in five-color decks and nearly useless in two-color ones — Counterspell and Arcane Denial cost less and ask nothing of your mana base. Legacy and Vintage have no interest in a conditional counterspell on a fragile creature when free and near-free counters are readily available. Oathbreaker's faster pace makes the variable cost even harder to justify.
