In Commander, Most Wanted earns its slot by doing something no one-on-one format cares about: weaponizing the multiplayer table. Slapping it on your most threatening creature forces opponents into a dilemma every combat step — attack it and give you mana, or leave it alone and watch it snowball. In competitive one-on-one formats like Modern, Legacy, and Pioneer it's nearly unplayable; the political pressure mechanic is irrelevant when there's only one opponent, and two mana for a conditional Treasure generator doesn't clear the bar.
