Morale gives all your creatures +1/+0 and first strike until end of turn — a combat trick that can flip a board stall or push lethal through a wall of blockers. At one white mana, the rate is fine, but the effect is narrow enough that most decks want a pump spell that scales harder or does more than win one combat step.

In Commander, Morale is a fringe inclusion — white go-wide decks can use it to push through a stalled board, but one-shot combat tricks lose value in a four-player game where you need repeatable effects. Legacy and Vintage have access to it but have no interest; the formats move too fast and the ceiling is too low. Pauper is where Morale is most plausible, specifically in white weenie or tokens strategies where first strike on a wide board can generate actual blowouts in combat. It still has to compete with Fortify and similar effects, and it rarely makes the cut.
