Fortify pumps your entire team — +2/+0 or +0/+2 at instant speed for three mana — and the flexibility to choose which bonus matters most is genuinely useful in a board-stall. It's a serviceable combat trick in token strategies, but three mana for a one-shot effect that doesn't replace itself keeps it out of most competitive 99s.

In Commander, Fortify earns its slot in go-wide token decks that need to push through a stalled board or survive a big attack — the instant speed is the whole reason to run it over a sorcery-speed anthem. Outside of Commander, Fortify is legal in Pauper, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but sees essentially no play in any of them; combat tricks at three mana rarely survive the efficiency bar those formats demand. Pauper is the most plausible home, where token swarm decks exist and card quality is constrained, but even there the field of options at common outpaces it.
