In Commander, Mons's Goblin Raiders is a curiosity — Goblin tribal builds running Krenko, Mob Boss or Rundvelt Hordemaster want every slot to generate value, and a vanilla 1/1 doesn't survive that audit. Legacy and Vintage are legal formats, but no competitive shell has ever wanted a do-nothing one-drop when Goblin Lackey and Goblin Guide exist. Pauper is the one format where baseline stats matter most and curves are honest, but even there a 1/1 with no text can't compete with commons that actually do something on entry.

Cheaper options that do most of the same work

Any one-drop Goblin with an actual ability replaces Mons's Goblin Raiders outright — Goblin Arsonist trades itself for damage, and Skirk Prospector converts surplus Goblins into mana and slots cleanly into the combo shells that Raiders can't touch. If the appeal is pure tribal mass, Dragon Fodder and Krenko's Command both cost one more mana and produce two bodies instead of one.
