In Commander, Moment of Craving is too conditional to run as general removal — it whiffs on commanders with 3 or more power and does nothing to artifacts, enchantments, or non-creature threats. It belongs only in lifegain shells where Moment of Craving's 2-life rider feeds an engine like Karlov of the Ghost Council or Oloro, Ageless Ascetic. In Pauper it sees fringe play in black-white lifegain aggro lists where every point of life matters and the creature floor is lower. Everywhere else — Modern, Pioneer, Legacy — it's strictly outclassed by Fatal Push, Bone Shards, and similar options that don't cap out at 2 power.
