Bone Shards is most at home in Commander, where graveyard-matters decks are everywhere and one-mana unconditional removal is always at a premium. In Pauper it's a genuine role-player — common-legal removal that hits any creature is hard to come by, and the discard cost is often negligible in madness or threshold shells. Legacy and Vintage have access to Fatal Push, Swords to Plowshares, and Force of Will, so Bone Shards rarely makes the cut there outside fringe graveyard strategies. It's not legal in Pioneer or Standard, but that barely matters — the card was designed for formats where filling the graveyard is a feature, not a bug.
