Mist Raven enters the battlefield, bounces a creature, and leaves you with a 2/2 flying body — all on one card at four mana. The cost is real, but in any deck that can flicker or copy it, Volo, Guide to Monsters being a prime example, that tempo swing compounds fast enough to justify the slot.

Mist Raven is a Commander card through and through — the format's slower pace and flicker-heavy blue strategies give it room to generate repeated value in ways 60-card formats simply don't support. In Pauper it sees occasional play as a common tempo piece, where the flying body matters and the bounce can buy enough time to close a game. Legacy and Vintage have access to far more efficient interaction, so Mist Raven doesn't compete there. The card's floor is a one-time Man-o'-War effect with wings; its ceiling, in the right Commander shell, is a loop piece.
