Mist of Stagnation freezes the board by forcing each player to remove a permanent they control for each card in their graveyard — in any deck that fills graveyards fast, that means opponents are dismantling their own boards by turn four or five. The setup cost is real: the card does nothing in a vacuum and punishes you equally if you're not engineering the graveyard count in your favor.

Mist of Stagnation is a Commander card through and through — the multiplayer environment amplifies its asymmetry, since you only need to out-pace one graveyard count to generate a punishing differential, and three opponents means three people losing permanents each upkeep. In Legacy and Vintage it's technically legal but sees no meaningful play; the formats move too fast for a five-mana enchantment that requires setup to do anything, and neither format provides the graveyard-stuffing engines that make Mist of Stagnation threatening. In Commander, the card rewards deliberate deck construction: pair it with self-mill and you're the only player who controls when the lock tightens.
