Military Discipline is a pauper-tier combat trick, and that's the format where it earns its slot — aggressive white commons strategies use it to win races and blow out blocks cleanly. In Modern, Pioneer, Legacy, and Vintage, the rate is too low to compete for slots in any serious list. Commander is where it falls off hardest: single-target instants that only affect combat have almost no place in a 100-card singleton format built around board states and multi-opponent threats, and Military Discipline does nothing if you're not in an active attack.
