In Commander, Meteor Shower occupies the bottom tier of X-damage spells — the multi-target tax means you're always paying more than a cleaner option like Earthquake or Comet Storm to accomplish the same board impact. In Pauper, where the card pool is restricted, it's at least legal and theoretically usable, but commons with better damage-to-mana ratios exist even there.
