Merseine locks down a creature indefinitely — the enchanted creature can't untap unless its controller pays Fish counters' worth of mana each upkeep — but the setup cost of needing Merfolk on board to place those counters makes it a narrow, fragile engine. Playable only in dedicated Merfolk builds where the tribal density makes the trigger reliable.

Merseine is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, and sees essentially zero competitive play in any of them. In Commander it's a niche include for Merfolk tribal decks that want redundant tap-lock effects, but the dependency on other Merfolk being present to load counters makes it inconsistent in a singleton format where board states vary wildly. Pauper is where Merseine has the most theoretical home, given the lower power ceiling and the viability of Merfolk tribal as an archetype, though even there more efficient auras exist. Legacy and Vintage ignore it entirely.
