Melancholy taps a creature and keeps it tapped every upkeep for as long as the enchantment sticks — effectively locking one attacker or blocker out of combat indefinitely. For one blue mana and an aura slot, that's a narrow but real effect, and it's dead weight if the enchanted creature gets removed.

In Commander, Melancholy is fringe at best — tapping a single creature does little when boards are wide and threats regenerate every turn cycle. Pauper is its most realistic home, where common-legal control and tempo decks can squeeze value from a one-mana lockdown on a key threat. Legacy and Vintage have access to far more efficient interaction, so Melancholy never competes there. The card is legal across most formats but actively played in almost none.
