Commander is where Measure of Wickedness actually lives — the multiplayer table creates three potential recipients for the curse each turn, which turns the punishing discard trigger into a political weapon rather than a liability you eat alone. In Legacy and Vintage it's a novelty at best; those formats move too fast for a four-mana enchantment that requires multiple upkeeps to threaten lethal. Oathbreaker is a reasonable home if your planeswalker gameplan can exploit the token generation, but the two-player default cuts into the chaos that makes Measure of Wickedness tick.
