Ashling, the Limitless and Prismabasher are the obvious homes, but any multicolored commander deck that wants a cheap, keyword-flexible threat with built-in card draw should be looking at this.

Commander is the correct format for Mass of Mysteries — the cantrip clause fires reliably when you're building around a multicolored commander, and keyword counter synergies are far more supported in 100-card singleton than anywhere else. Legacy and Vintage are legal homes on paper, but a vanilla 3/3 with conditional draw doesn't compete at those power levels. Oathbreaker is a reasonable fit if your planeswalker is multicolored and you want a cheap threat that replaces itself.
