Commander is the only format where Markov Baron earns a slot — specifically in Vampire tribal builds with a high creature density. In competitive 60-card formats like Modern and Pioneer, three mana for a conditional anthem effect that requires a dedicated tribal package is far too slow and narrow to see play. Legacy and Vintage have access to far more efficient payoffs, so Markov Baron won't show up in those either. Its legality across constructed formats is a technicality, not an invitation.
