In Commander, Mark of the Vampire is a low-power inclusion — the lifegain is real, but four mana for an Aura is a steep ask when the first removal spell turns it into a two-for-one against you. Pauper is its best home, where the card pool is shallow enough that +2/+2 lifelink on a creature can actually close games and the removal suite is slower. In Legacy, Modern, and Pioneer, it never sees play — those formats kill creatures faster than you can profit from the Aura. Oathbreaker is structurally similar to Commander, so the same ceiling applies.
