Mardu Devotee is legal everywhere but essentially irrelevant outside Commander, where sacrifice synergies and morph-based cost reduction have enough support to make it functional. In Pauper it's outclassed by purpose-built sacrifice fodder that doesn't ask you to pay the morph unmorph tax.
