In Commander, Map the Wastes is a niche inclusion — playable in decks that explicitly care about +1/+1 counters, redundant everywhere else. Cultivate and Kodama's Reach are the default three-mana ramp benchmarks, and they don't require a creature target, so Map the Wastes only earns its slot when the counter matters mechanically. In Pauper, the common ramp suite is crowded and counter synergies are less central to the format's linear strategies, leaving Map the Wastes without a clear home.
