Five mana is simply too slow for competitive Constructed formats, where targeted removal resolves before you get value and the token payoff doesn't close games fast enough. In Commander, the math changes: token doublers are common, sacrifice synergies are everywhere, and a single board wipe can convert the Mantle into ten or more power in Wolf tokens. It belongs squarely in go-wide Gruul or creature-based enchantment decks that already plan to lose creatures.
