Manacles of Decay is a one-mana Aura that taps a creature and strips two of its activated abilities — solid on-board disruption for almost no investment. Manacles of Decay is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but it's niche in all of them. In Commander, the format where activated abilities matter most — Krenko, Mob Boss, Selvala, Heart of the Wilds, Yawgmoth, Thran Physician — it has a real target pool, but one-for-one Auras that don't answer the permanent are almost always outclassed by hard removal.
