Mana Cache converts opponents' untapped mana into charge counters you can spend later — free acceleration that scales with the table. The catch is symmetry: those same opponents can spend the counters too, so it rewards decks that can drain the cache immediately rather than sit on it, which is exactly why Xavier Sal, Infested Captain and similar Pirate-heavy builds that flood the board fast get the most from it.

Mana Cache is a Commander card through and through — the multiplayer table is what makes the charge-counter accumulation meaningful, since three or four opponents producing mana each turn loads the enchantment fast. In Legacy and Vintage it's technically legal but sees no play; the card is slow, situational, and does nothing in a heads-up game where your opponent can spend the counters just as readily as you. Oathbreaker is the one other format where the politics angle occasionally appears, but the card pool there is deep enough that reliable ramp wins out over a conditional enchantment.
