In Commander, Maddening Wind is functionally unplayable — four opponents each triggering the upkeep tax means you're paying 8 green mana per full rotation just to deal 2 damage to one player, which is an embarrassing rate at any table. Legacy and Vintage are legal formats, but no competitive deck there wants a do-nothing enchantment that drains your own resources to ping a single opponent. Oathbreaker is the most forgiving context given the lower player count, but Maddening Wind still competes against enchantments that actually end the game.
