Lotus Ring enters tapped and costs three mana to produce one mana of any color — that's a bad deal by any ramp standard. The one exception is recursive loops, particularly with Koll, the Forgemaster, where the Ring coming back from the graveyard repeatedly turns a negative into an engine.

In Legacy, Modern, Pioneer, and Standard, three mana for one mana with an enters-tapped drawback doesn't compete at any level of the curve. Commander is where Lotus Ring finds its only real home, specifically in sacrifice and recursion shells that can loop it repeatedly rather than cast it once and move on.
