In Legacy and Vintage, where it's technically legal, artifact strategies have faster, more broken things to do and wouldn't spend three mana on a draw-one creature. Oathbreaker is the one other format where Losheel, Clockwork Scholar could see fringe play in an artifact-focused shell, but the smaller deck size and lower artifact counts make it a weaker fit than in Commander.
