Lithomantic Barrage kills a white creature or enchantment at instant speed for one red mana, and it can't be stopped by protection or hexproof. That's an unusually clean answer to Teferi's Protection, Shalai, Voice of Plenty, and similar problem permanents that normally shrug off red removal.

Commander is where Lithomantic Barrage earns its slot — white is the most popular color at the table, so the targeting restriction almost never matters, and the inability to be redirected by protection makes it a hard answer to cards that would otherwise be untouchable. In Legacy, Modern, and Pioneer, dedicated red decks rarely need a conditional answer when unconditional removal exists, so it sits on the fringes at best. Vintage has the same problem at a faster pace. Oathbreaker follows Commander's logic closely enough that the card is similarly playable whenever white permanents are a concern.
