Commander is the clear home for Liliana, Death's Majesty — five mana is an acceptable rate in a 40-life format where a planeswalker that sticks for two activations has done its job, and graveyard-based black strategies are among the most popular archetypes in the format. In Pioneer and Modern, she competes against faster threats and a more punishing removal environment; five mana is a lot to ask when opponents can answer her before she ultimates, and she rarely sees competitive play in those formats. Legacy and Vintage are effectively out of the question — the raw power ceiling there makes her look glacial. Oathbreaker is a reasonable fit if she's your signature spell's enabler, but she's not a common oathbreaker pick herself.
