Light of Sanction is a Commander card through and through — the format's love of sweepers, group-slug effects, and damage-based synergies gives it a real job to do in a way that 1v1 formats never will. In Legacy, Modern, and Vintage it's technically legal but has no competitive home; the effect is too narrow and too slow for those environments. Stick to Commander, where the 100-card singleton format means the right deck wants this effect badly enough to pay two mana for it.
