Lay Claim steals any permanent outright — no restrictions on type, no temporary window — and stapling cycling onto it means a dead draw can cash in for a fresh card. Seven mana is the real conversation: that's a steep ask in most Commander pods, and it's why Lay Claim earns a slot mainly in decks that can copy the trigger, like Radiant Performer builds, or that generate enough mana to not care.

Commander is the only format where Lay Claim sees meaningful play, and even there it's a role-player rather than a staple — the permanent count is high, targets are juicy, and games go long enough that seven mana is eventually reachable. In Legacy, Modern, and Pioneer it's a non-starter; no competitive shell wants to tap out for seven to steal one threat when cheaper interaction exists at every turn. Vintage is technically legal but irrelevant for the same reason. Lay Claim is a Commander card through and through, best in pods that run big mana or Amulet-style acceleration and least valuable at faster, more cutthroat tables.
