In Commander, Kumena's Speaker is a strict tribal inclusion — it does nothing outside a Merfolk deck, but inside one it's a reliable one-mana 3/3 that comes down before most interaction even exists. In Modern and Pioneer, dedicated Merfolk aggro runs it as a full four-of alongside Cursecatcher and Lord of Atlantis because the Island condition is trivially met on turn one. Legacy Merfolk has the same access and the same reasoning, though the format's speed means even a 3/3 on turn one is sometimes too slow to matter without Lord of Atlantis backup.
