Krovikan Plague puts a repeatable 1-damage ping on an enchanted creature — useful for aristocrats and -1/-1 counter synergies — but the cost is steep: you lose 2 life every time you activate it, and the enchanted creature takes a -1/-1 counter each use, eventually killing your own piece. Krovikan Plague is legal in Commander, Legacy, Vintage, and Oathbreaker, but it sees essentially no competitive play in any of them. In Commander, the only realistic home is a dedicated -1/-1 counter deck or a life-drain engine where the 2-life payment is offset by lifegain loops — think Hapatra, Vizier of Poisons or Yawgmoth, Thran Physician shells where shrinking your own creatures is a feature, not a bug. Legacy and Vintage have access to far more efficient removal and combo infrastructure, so Krovikan Plague never makes the cut there.
