Keening Banshee enters and immediately slaps a -2/-2 counter on any creature, which kills most utility creatures and cripples larger ones before it ever attacks. Four mana for a 2/2 flier is a poor rate, so you're paying a real cost for that removal stapled to a body.

In Commander, Keening Banshee occupies the low end of black removal options — the ETB trigger is useful in flicker shells with commanders like Yarok, the Desecrated or Brago, King Eternal, where repeating the -2/-2 becomes meaningful removal. Outside of those synergy contexts, four mana for a 2/2 that shrinks rather than destroys means stronger removal spells will edge it out of most 99s. In Legacy and Vintage it has no real presence; creature-based removal at this cost can't compete. Modern similarly has no use case for it.
