In Commander, Kavu Primarch belongs in token-swarm decks where convoke turns a full board into free mana — four power with trample for zero is a legitimate threat in the late game. Pauper is where it sees the most competitive play, slotting into convoke aggro shells alongside Sprout Swarm and Midnight Guard where the cost reduction is maximized on a fast clock. Legacy and Vintage allow it but offer no real home — the competition at four mana is brutal and convoke requires board infrastructure those formats rarely maintain. Modern has enough cheap convoke payoffs that Kavu Primarch is at least theoretically castable, but the format has moved on to faster threats.
