Kamahl's Druidic Vow can dump an enormous number of legendary permanents onto the battlefield in a single turn — the ceiling is absurd in any deck running a deep legendary suite. The cost is real: you need both mana and legends in hand to hit X high enough to matter, which makes it dead in the early game and exceptional in the late one. Kethis, the Hidden Hand turns the card into a must-answer threat by making every legendary spell in the graveyard fuel the next cast.

Commander is where Kamahl's Druidic Vow actually lives — 100-card decks built around legendary themes give it the density and the late-game mana needed to go off. In Legacy and Vintage it's legal but effectively unplayed; the formats move too fast for a sorcery that needs X to reach four or five before it's doing anything meaningful. Modern and Pioneer offer similar problems with a narrower legendary pool, and the lack of a consistent payoff commander means the card has no real home there. Oathbreaker is the one non-Commander 60-card adjacent format where it could find a niche, specifically under a legendary-matters oathbreaker with enough mana acceleration to cast it for a relevant X on curve.
