Commander is where Captain Sisay is built to live — a repeatable legendary tutor in the command zone is uniquely powerful in a format where the best permanents are disproportionately legendary. In Legacy and Vintage, she's legal but barely played; the four-mana tap ability is too slow against decks that win on turns one through three, and there's no shortage of faster tutors in those formats.
