Justice Strike kills any creature whose power meets or exceeds its own toughness — which in Commander means it regularly handles the fattest threats on the board for two mana. It's not as reliable as a Flametongue Kavu that generates value regardless, but in a multicolor shell like General Ferrous Rokiric it's cheap, instant-speed removal that rarely whiffs against the format's biggest creatures.

In Commander, Justice Strike is a reliable two-mana instant that handles the biggest creatures in the format — the 7/7 Eldrazi, the 10/10 hydra — since those threats almost always have power at least equal to their toughness. In Modern and Pioneer it competes with Stomp, Fatally Push, and other efficient removal, so it sees little competitive play there. Legacy and Vintage have answers so much more efficient that Justice Strike never makes the cut. Commander is where it actually earns a slot, especially in Boros or multicolor shells where the card also triggers any multicolor payoff you're running.
