Justice is legal in Commander, Legacy, Vintage, and Oathbreaker, and irrelevant in everything else. In Commander it's a fringe hate piece — effective exactly when an opponent is running a red creature-heavy strategy, dead weight otherwise. Legacy and Vintage move too fast for a three-mana enchantment with an upkeep cost to matter. Oathbreaker shares Commander's dynamics at a smaller table, which only sharpens the problem: one opponent who doesn't play red and Justice is pure loss.
