Juju Bubble puts a repeatable life-gain trigger on the stack every upkeep for one mana — that's the whole pitch, and it's enough to make Heliod, Sun-Crowned go wide with counters without spending a card each turn. The cost is that it eats your upkeep trigger and bounces itself if you don't pay one mana, so it's a soft tax, not a free engine.

Commander is where Juju Bubble actually lives — 40 life totals make incremental life-gain payoffs matter, and the card slots cleanly into any white life-gain shell that wants cheap, repeatable triggers. Legacy and Vintage technically allow it, but no competitive deck there wants a one-mana do-nothing enchantment when fast mana and broken spells set the pace. Oathbreaker is the only other format worth noting, and only if your signature spell or planeswalker cares about life totals. Everywhere else, Juju Bubble is simply off the table.
