Commander is where Joiner Adept earns its slot — five-color commanders like Najeela, the Blade-Blossom or The Ur-Dragon demand exactly this kind of effortless fixing, and a 2/2 body is incidental upside on top of the effect. In Legacy and Vintage, the competition for two-mana fixing creatures is brutal and Joiner Adept doesn't make the cut outside of niche five-color builds. Modern has enough legal fixing that it rarely appears, though it's technically an option in any deck that wants creature-based color fixing over lands.
