Commander is where Join the Dance does its best work — token doublers, Human lords, and mana-from-creatures synergies make two bodies for two mana punch well above its cost. In Modern and Pioneer it's legal but marginal; tribal Human decks there prefer creatures that do something on their own rather than vanilla 1/1s. Legacy and Vintage have access to far more explosive token generation, and Join the Dance doesn't see play there. Oathbreaker mirrors the Commander situation: if your planeswalker cares about Humans or token count, it earns its slot.
