In Commander, Jeskai Elder fits niche prowess or Jeskai tempo builds that care about connecting with players — think Feather, the Redeemed or Shu Yun, the Silent Tempest shells where cheap bodies with draw-on-damage clauses have actual support. In Pauper it's legal but outclassed by dedicated card-draw spells at the same cost, and the pump ability doesn't make up the gap.
